The Federal Government is MOST involved in treatment when they seek treatment for themselves for alcohol or drug abuse.
The only role the Federal Government should have in alcohol abuse treatment is to provide adequate funding for public programs that can help the public and regulating them to ensure the money gets where it’s supposed to go. That’s about it.
Depends on your view of government. If you have a laissez faire view of government, then government’s role is limited to the bare essentials. However, if you believe that it is the government’s role to step in and provide safety nets for the population (such as current Medicare, Medicaid, seat belt laws, etc.), then government may have a role to play in treating substance abuse. I say MAY because this it may be an invasion of privacy. In other words, at what point should the government step in? If someone calls the feds to put me in treatment because I’m on my second beer at the local bar, that might be stepping over the line. However, if someone else’s life is endangered by my behavior, the invasion of privacy argument is not so clear anymore.

I live in the U.k. and it appears that there are no preventative measures that hit home hard. The legal age for drinking is 18, although kid’s as young as 12 drink on a regular basis. Alcohol is so very cheap to buy from supermarkets and this is one of our biggest problems, but the authorities seem to ignore it.
They collect the taxes on alcohol sales.
